In 1991 the National Safe Kids Campaign offered these cards as a premium. There were a total of 6 cards per pack of the "Trading Card Treats". They were distributed by Impel Marketing, Inc. Each showed an illustration based on a Universal Monster and included a blurb about the monster on the card back.
